Underweight Loaves Of Bread

A fine of £1,500 imposed upon a very large bakery is a nominal sum. One hundred times that amount would have made a difference. The general public implicitly trusts businesses to be dependable and honest. We assume that a loaf of bread weighs the value it states on the packet. £1,500 is a proverbial slap on the wrist.
