It is that entire 'benefit of clergy' thing, a reasonable precaution against the over zealous prosecution of curates, involved in homocide, arson, smuggling and beaconing vulnerable ships, has basically been applied to the peasantry at large. I don't know what to say, I just feel unsafe.
